Participative democracy
To ensure the success of its programme, the Conseil général is involving the population of Ille-et-Vilaine through an approach based on participative democracy with the setting up of consultative committees, meetings and open discussions every year in various localities.
Sustainable development
The strategy guidelines for Ille-et-Vilaine are all part of a sustainable development plan that includes limits on energy consumption, support for the social economy and solidarity, actions aimed at social insertion and the introduction of an Agenda 21 for the département.
What is an Agenda 21?
An Agenda 21 is an action plan for sustainable development in the 21st century.
The term ?Agenda 21? was first used in 1992 in Rio de Janeiro at the UN conference on the environment and development. In the original, 1992 version, the Agenda 21 recognised the fundamental place of local authorities (cities, towns, ?counties?, regions) in the application of sustainable development in some concrete way. The principle retained for local Agendas 21 is now famous: ?Think global, Act local?.
