Innovative projects to reduce the digital divide

With the Minitel electronic telephone directory, Numéris ISDN, digital sound and television, Ille-et-Vilaine can boast a number of fine success stories in the field of telecommunications.
The aim of the Conseil général is guarantee access to new technologies for the largest possible number of people throughout Ille-et-Vilaine.
 
Global ?Imaging & Networks? competitiveness cluster
In 2005, Brittany's ?Imaging & Networks? competitiveness cluster received official recognition and was granted global status. It is a real advantage for the research and business sectors working with information and communication technologies in Ille-et-Vilaine.

Innovations at the service of users
Among the actions taken by Ille-et-Vilaine Conseil général as regards new technologies is the creation of two computer-assisted management tools designed to improve the care and support of the elderly in residential homes. They are Gaëlig (admissions and registration) and Aqualie (quality of care).
A pilot scheme based on suitable communication resources was set up by the Conseil général and France Télécom over 2006 and 2007 to allow the elderly to remain in their own homes for as long as possible.

Reducing the digital divide
With the operation Ordi 35 and the eight multimedia Point 35 outlets, the Conseil général is helping to reduce the digital divide in Ille-et-Vilaine.
To extend its action further, the Conseil général is joining forces with the regional council and universities to create some forty Study Points in Ille-et-Vilaine. Designed for students, the Study Points provide online access to digital working areas developed by the Brittany Digital University (UNRB, Université Numérique en Région Bretagne).

Broadband over 90% of Ille-et-Vilaine
As far as mobile phones are concerned, the construction of five masts in Saint-Maugan, Noyal-sous-Bazouges, Combourtillé, Teillay and Saint-Just will put an end to the existence of zones with no available service.
With regard to broadband :
In July 2007, the regulatory authority for electronic communications and the post office (Arcep, Autorité de régulation des communications électroniques et de la poste) authorised the départements in Brittany to use Wimax frequencies, radio waves that give access to broadband when ADSL technology is unavailable. This alternative technology will enable Ille-et-Vilaine Conseil général to complete broadband cover for the entire département. A survey was launched in June 2007 to list non-ADSL areas as precisely and comprehensively as possible. For each such area, the survey will suggest an alternative technology, thereby reducing the digital divide.
