New grants for businesses

In 2007, the Conseil général set aside 3.3 million euros for the setting up and development of industrial firms, artisanal production companies and the service companies. This was a strong commitment and it has led to a change in the system of grants for businesses.
To reflect the changes in the economic and regulatory situation, the Conseil général has decided to distinguish between two types of grant.
 
Set-up grants
Companies intending to operate from Ille-et-Vilaine will continue to receive assistance based on two criteria i.e. investment (premises, machinery, computer equipment) and job creation.
The aim is to preserve the attractiveness of Ille-et-Vilaine. The level of assistance depends on the location selected for the set-up.

Support for existing companies
For companies already operating from Ille-et-Vilaine, assistance from the Conseil général depends on certain investments agreed to by the company with a view to its development. These investments must be linked to one of the following areas:
  • innovation and research
  • industrial development
  • exports
  • sustainable development (environmental assistance or improvement of working conditions).
Conditions
The value of the grant depends on the geographical location selected for the project, except for sustainable development grants.
Ille-et-Vilaine assists companies through grants (up to a ceiling of 350,000 euros) or repayable loans (preferable for sums in excess of 100,000 euros).

Corporate commitments
Companies benefiting from this assistance must make a commitment to maintain their business in Ille-et-Vilaine for at least 10 years and keep the same number of jobs for at least 5 years.
Each project is examined by one of the following partners: Chambers of Commerce & Industry or Trade and Crafts, Créativ, Ille-et-Vilaine's agency for the environment and energy control (Ademe, Agence départementale de l'environnement et de la maîtrise de l'énergie), the agency for water (Agence de l'eau) or the regional agency for improvements to working conditions (Aract, Agence régionale pour l'amélioration des conditions de travail).

Encouraging a return to the work force
Additional assistance will be provided to companies which, as part of their investment projects, create long-term jobs for recipients of the minimum social welfare payment or RMI (15,000 euros per job) and for jobseekers under the age of 25 or over the age of 55 ans (10,000 euros per job).
This grant is also available to companies wishing to relocate to Ille-et-Vilaine. In all cases, Ille-et-Vilaine will carefully monitor the objectives declared by companies to ensure that they are achieved.
