Research and higher education are not mandatory responsibilities for a Conseil général. However, in Ille-et-Vilaine, the Conseil général wants to play an increasingly important role in this respect, to stimulate economic development.
Ille-et-Vilaine has 130 laboratories and 4,000 researchers (lecturers, researchers, Ph.D students and Ph.Ds). This scientific expertise is an advantage for economic development, employment and the emergence of cooperative projects within Brittany's four competitiveness clusters (Imaging & Networks, Sea Brittany, Top-of-the-range automobile and Valorial).
The total budget devoted by the Conseil général to research, innovation and higher education tripled between 2003 and 2005 and doubled between 2005 and 2006, reaching 3.6 million in 2006 and 6.5 million in 2007. To support research and innovation, the Conseil général provides assistance for research centres and corporate laboratories, the four technology transfer centres in Ille-et-Vilaine and projects that involve both companies and research laboratories through competitiveness clusters.
Mecatronics in Rennes, animal health in Fougères
Since 2003, the Institut Maupertuis in Rennes has been a centre for applied research in the automobile industry and in mecatronics (an area that combines electronics, mechanical engineering, automation and computing). The Conseil général is also involved in the setting up of a European animal health centre in Javené near Fougères.
Support for other research and higher education establishments
The Conseil général provides support for research centres and higher education establishments locating to, or expanding in, Ille-et-Vilaine. They include the barrister training school (
Ecole des avocats du Grand Ouest), the environmental college (
Ecole des métiers de l'environnement), CNRS, Inserm at Rennes-Ouest-Genopôle, IRISA (a centre specialising in research into computing and digital imaging), CEMAGREF and the coastal system research centre (
Centre de Recherche sur le Système Côtier) in Dinard, to name but a few.
The development of the Ker Lann Campus
The Conseil général was particularly closely involved in the setting up of the Ker Lann Campus, which was designed in 1992 to encourage contacts between higher education and the business sector.
The campus has 14 higher education establishments and 38 companies. It attracts almost 5,000 students and provides employment for some one thousand people. Specialising mainly in production engineering, Ker Lann is now Rennes Atalante's fifth site.
