Every day, almost 4000 staff prepare and implement the decisions taken by the Ille-et-Vilaine assembly. Tha actions taken by the staff concern individuals, towns and villages, and associations and cover every aspect of the Conseil général's responsabilities in an effort to provide a high-quality, accessible service. Significant increase in staff numbers
Conseil général staff have in number from 2,700 at the end of 2005 to more than 4000 at the present time, including 762 social workers specialising in childhood protection. Under the terms of the law of 13th August 2004, when the Conseil général was given new responsabilities, some 560 service technicians and workers in junior high schools and 270 employees have been recruited throughout Ille-et-Vilaine.
 
A significant local presence
The Conseil général has already experimented with the decentralisation of some of its services and has been able to assess the advantages of this move. The services included social work offices, branch libraries, staff in the multimedia Points 35 and Ordi 35 in Ille-et-Vilaine's 105 junior high schools, the department of fragile natural environments in La Gouesnière, sports instructors and architectural consultants in town.

7 agencies in the planning stage
The distribution of amenities and services throughout Ille-et-Vilaine is aimed to providing equal opportunities for all. This is the Conseil général's ambition and, with this in mind, it decided to reorganise its departments. Seven council agencies will be opening in the regional centre in Rennes and in equal opportunity centres in Saint-Malo, Vitré, Fougères, Redon, Brocéliande and Vallons-de-Vilaine.
 
Moving closer to the people
The introduction of these agencies is designed to bring services closer to the people. Another objective is to develop a range of transversal services. It is difficult to talk about social aspects without also considering access to culture. Likewise, consideration of housing or employment requires a new look at transport and childcare. However, the strategic guidelines will continue to be laid down in the offices of the Conseil général in Rennes.
 
Four main missions
Each mission undertaken in the offices of the Conseil général has been studied to see wether it could be undertaken more efficiently in one of Ille-et-Vilaine's equal opportunity agencies. As a result, four of the main areas of expertise are scheduled for devolution :
  • local development (territorial development, economy, advice on renewable energies or architectural issues, transport etc.);
  • social issues (management of Cdas, fight against exclusion, support for childhood, the elderly and the disabled, culture, educational policies, sport etc.);
  • prime contractorships and amenities (roads, buildings throughout Ille-et-Vilaine etc);
  • resources (information systems, human resources, finance etc.).
 
Opening early in 2010
Several aspects of this devolution remain to be completed e.g. the drafting of responsability flowcharts and job profiles, a definition of the working and leadership of the agencies, the organisation of mobility and relocations. It is planned to open all 7 agencies simultaneously at the beginning of 2010.
