Committees focusing on quality of life, the environment, agriculture, childhood etc. meet regularly to implement Ille-et-Vilaine's strategic guidelines.
 
Permanent committee
Once a month, the permanent committee meets to consider current issues forwarded for consideration by the Ille-et-Vilaine assembly. The permanent committee has a membership of 35 councillors from the majority and opposition parties and by the Chairman of the Conseil général.

At the same time, 6 working committees, also consisting of members of the assembly, meet to discuss specific areas of concern i.e. employment and economic development, equal opportunities, solidarity, territorial balance and quality of life, the 5 areas in Ille-et-Vilaine's strategy guidelines. The sixth committee focuses its attention on finance.

The committees have no decision-making powers. They merely study reports and draw conclusions that are then submitted to the assembly in full session.

Employment and Economic Development committee
The aim of this commitee is to promote employment throughout the département through the widescale distribution of growth. It is also concerned to ensure balanced economic development.

Its areas of expertise are follows : economic development, exports, promotion of business parks, agriculture, rural areas and property development, tourism, universities and colleges, training and apprenticeships, social economy and solidarity, public relations, Ille-et-Vilaine's territorial and other development agency (Société d'aménagement et de développement d'Ille-et-Vilaine, SADIV), fisheries and the maritime sector, research, innovation and the Ille-et-Vilaine development agency.
 
 
Equal opportunities committee
The Equal Opportunities committee proposes actions designed to give every individual in Ille-et-Vilaine the same opportunity to find his or her place in society, regardless of age, social background, resources or place of residence.

Its areas of expertise are as follows : early childhood, integration in school, high schools, Ille-et-Vilaine youth council (Conseil départemental des jeunes, CDV), school trips, culture (heritage and artistic expression), sport, family planning, preparation for parenthood, youth-related policies, youth consultative committee (Conseil consultatif des jeunes) and participative democracy.

Solidarity committee
The aim of the Solidarity committee is to help to build a more harmonious society. It proposes actions aimed at real solidarity with those members of society who are most vulnerable because they are the victims of their age, disability or exclusion.

Its areas of expertise are as follows : the elderly (care in the home, aged care facilities, new forms of accomodation, participation in social and civic life, personal independence allowance (Allocation personnalisée d'autonomie, APA), the disabled (amenities, investments, transport, participation in social and civic life, integration into schools), recipients of the minimum social welfare payment (Revenu minimum d'insertion, RMI) or the integration contract/minimum employment income (contrat d'insertion-Revenu minimum d'activité, CI-RMA), social action, integration policies, healthcare policies (preventive actions) and municipal policies.
 
Territorial Balance committee
Acting throughout Ille-et-Vilaine, this committee aims to give each area the possibility of benefitting from the growth potential of the département as a whole and acting as one of the driving forces of such development.

Its areas of expertise are as follows : infrastructures (railways, roads, rivers, ports and airports, broadband networks), dams, transport, territorial development (allocation for centralisation, territorial contracts with public inter-urban cooperation bodies (Etablissements publics de coopération intercommunale, EPCI), European affairs, regional programmes), business parks (layouts), town planning and development (Territorial consistency plans(Schémas de cohérence territoriale, SCOT), local town plannings (Plans locaux d'urbanisme, PLU)), communal amenities, objective contracts, housing, financial programmes and international solidarity.
 
Quality of Life committee
The Quality of Life committee aims to preserve a satisfactory lifestyle for future generations by supporting environmental conservation and working towards a form of sustainable development that is more respectful of nature and people, in areas such as work, health, education, etc.

Its areas of expertise are as follows : quality of the environment (water, waste and sewage), open spaces and particularly fragile areas, water supply infrastructure, restoration of water quality, the environmental observatory, Ille-et-Vilaine's environmental agency, energy conservation, new and renewable energies, sustainable development.
 
Finance committee
This committee summarises and provides a framework for the budget. Its aim is to adapt resources to meet needs.
Its brief covers finance, internal resources and external services linked to the Conseil général and it ensures that the Conseil général has the means to undertake any projects planned.
Its areas of expertise are as follows : management of Ille-et-Vilaine's budget, human resources, service resources, information systems, fire and emergency service (Service départemental d'incendie et de secours, SDIS), local investment management (in the sense of financial, land and building investment) and local grants.
