The 2007 budget for Ille-et-Vilaine Conseil général

813 million euros for an area that shows solidarity

 
With the same determination in 2007 to fulfil its commitments and build a more just society, the majority in Ille-et-Vilaine is continuing with the significant projects launched in previous years, without increasing the tax burden.
In fact, it appears that families in Ille-et-Vilaine are the least heavily-taxed in Brittany as far as council tax is concerned.

Ille-et-Vilaine Conseil général is maintaining a high level of investment in 2007 to encourage the right to employment, equal opportunities, solidarity, territorial balance, and quality of life as defined in its strategy guidelines.

Operating income = 671.4 million euros
In 2007, the budget forecast for Ille-et-Vilaine Conseil général amounts to 813 million euros.
To balance the budget, the sum of 813 million euros is achieved by adding investment income (37.4 million euros) and a loan of 104.2 million euros to the operating budget.

Despite inscreased expenditure resulting from the transfer of new areas of responsability (decentralisation), Ille-et-Vilaine Conseil général has decided not to increase the tax burden on families and homes in Ille-et-Vilaine now pay less council tax than in any other département in Brittany.
 
 

Operating expenditure = 581.1 million euros
The 2007 budget for Ille-et-Vilaine Conseil général shows increased operating costs, a feature of the budgets in all départements due to the increased weight of new mandatory responsabilities. Decentralisation has led to a transfer of costs previously paid by central government. In particular, there are the wages of 466 technicians, service and other employees in junior high schools who have already opted for département-based public sector status. By the end of 2007, the excess expenditure engendered by the transfer of costs from central government to the Conseil général is expected to amount to 43.7 million euros compared to 2004.

Investment expenses = 189.3 million euros
Despite the weight of decentralisation, Ille-et-Vilaine Consiel général is maintaining a high level of investment i.e. 189.3 million euros , the same level as in 2006. By comparison, mean annual investement in the 2000/2003 period was 149 miilion euros.
