Mandatory responsabilities and voluntary actions

Ille-et-Vilaine's Conseil général provides assistance for towns, village and districts in many different fields. Since the first law on decentralisation was passed, in 1982, all the "county councils" have seen their range of mandatory responsabilities increase. At the same time, with a view to providing a more appropriate answer to the actual needs of the département, Ille-et-Vilaine's Conseil général has undertaken a number of voluntary actions in areas in which it is under no obligation to act.
 
Social work concerns, the main area of competence of the Conseil général
Social work concerns account for more than one-third of the Conseil général's expenditure. This sector includes policies that benefit the elderly, the disabled, children and families. Supported by the 20 social action centres all across Ille-et-Vilaine, the Conseil général assists people facing temporary difficulties by helping them to find accomodation and/or employment through actions aimed at social integration. In 2007, the Conseil général is giving priority to youth.
 
Providing assistance for schooling
The Conseil général is responsible for the constructions and maintenance of State secondary schools.
It also provides some assistance in the working of private schools. It is the Conseil général that organises school transport throughout Ille-et-Vilaine.
 
Territorial development
The Conseil général is responsible for the construction and maintenance of Ille-et-Vilaine's roads. It provides assistance to rural towns and villages with proprety development, land redistribution, rural amenities, water management and country roads. Since March 2006, Ille-et-Vilaine Conseil général has been responsible for allocating public housing grants for an initial 6-year period. In 2007, housing is one of the Conseil général's top priorities and new grants have been introduced to top up existing assistance for families wishing to buy their own homes.
 
Everyday life
The Conseil général has an obligation to provide public transport between urban communities in Ille-et-Vilaine and does so through the illenoo network. Also on a daily basis, it is required to provide public libraries, departmental archives and teaching in the Arts. Since 2004, Ille-et-Vilaine Conseil général has taken charge of civilian security through the departmental fire and emergency service. Since 1st January 2006, the Conseil général has been legally responible for the management and monitoring of Ille-et-Vilaine's domestic waste disposal scheme.
 
Voluntary actions
In addition to its mandatory reposnsabilities, Ille-et-Vilaine Conseil général has decided to take action in the areas of economics and employment, the environment, artistic creativity and availability, youth, new technologies, international cooperation, higher education and sport.
